| Public Works and Community Development The Department is comprised of several divisions that are responsible for the delivery of services to the citizens and customers of the City. Public Works Water/Wastewater Utilities Community Development City of Shenandoah GIS Data New Requirements for Community Development One of the Department's duties is to ensure that residents and commercial developers and builders apply for the necessary permits when building or making improvements to property within the City.
